Completion of the Transition to the Enterprise Data Center (EDC) for the PA Providers Effective September 24, 2007

The Centers for Medicare and Medicaid Services (CMS) has approved the completion of the transition for Highmark Medicare Services to the Enterprise Data Center (EDC) for the Pennsylvania Part A providers effective September 24, 2007. This notice is to remind you of the following impacts as a result of the EDC transition so that you may properly prepare. Additional details regarding these impacts can be found in the “EDC Transition Impacts” notification published on our website on 09/10/2007. “Dark Days” from 09/22/07 through 09/24/07 Between September 22, 2007 and September 24, 2007, there will be no access to the Fiscal Intermediary Standard System (FISS) to conduct claim entry or claim correction, and verify beneficiary eligibility and claim status. EDI Processing Availability on 09/24/07 On September 24th, the EDI platform will be available to submit X12N 837 EDI Claims and X12N 276 Claim Status Inquiry transactions and retrieve reports. Medicare payment/checks, EDI reports, and Electronic Remittance Advice (ERA) will be generated on September 24, 2007. EDI claims received after 4 p.m. on Friday, September 21, 2007 through 4 p.m. on Monday, September 24, 2007 will be entered into the FISS processing system as usual, Monday night, September 24, 2007. These claims will generate EDI reports for retrieval on September 25, 2007. Customer Contact Center and IVR Availability from 09/21/07 through 09/24/07 The Interactive Voice Response (IVR) will NOT be available from 5:00 pm September 22, 2007 through September 24, 2007. The Customer Contact Center will not be open on September 24, 2007. FISS/HIQA Security Access Changes effective 09/25/07 Effective September 25, 2007, Pennsylvania Part A providers must begin using the newly assigned FISS/HIQA RACF IDs. If a provider has problems related to their new RACF ID or password, they may call the new FISS Access Help Desk at 1-877-410-1465. Providers are reminded to verify with their Secure DDE Vendor that connectivity with the new EDC has been established and to ensure that their vendor has provided the appropriate logon instructions for the new EDC. The FISS Access Help Desk can only assist providers with RACF ID or password issues. Connectivity issues are the responsibility of providers and their vendor.
